Federal government dismisses Federal Highway Police (PRF) directors

Two directors of the Federal Highway Police (PRF) were dismissed by the federal government, this Tuesday (31).

An ordinance published in the Official Gazette (DOU), signed by the Minister of the Civil House, Ciro Nogueira (Progressistas), dismissed the executive director of the PRF, Jean Coelho, and the director of Intelligence, Allan da Mota Rebello.

According to an investigation by a policy analyst at the CNN Basília Rodrigues, the dismissals are not related to recent episodes of violence involving the corporation and new designations had already been published.

Both Coelho and Rebello were appointed, on May 17, to the role of “Liaison Officer” in the US capital, Washington, at the Inter-American Defense College (CID).

“The mission, which will last for 2 (two) years, is classified as transitory and will be carried out with a change of headquarters, transport of furniture and luggage and with accompanying dependents”, writes the text of the ordinances that designated the two for the new functions.

Since last Tuesday (24), the PRF has been involved in a case of international repercussion for the death of Genivaldo de Jesus Santos.

Genivaldo Santos died last Wednesday (25th) after an approach by PRF agents in the city of Umbaúba, in Sergipe. Videos showed him being held in the trunk of a PRF car, which was filled with smoke. The initial report from the Legal Medical Institute confirmed the death by asphyxia and respiratory failure.

After initially justifying the action for Genivaldo’s “aggressiveness” and saying that “instruments of lesser offensive potential were used to contain him”, the PRF took a new position, stating that it watched what happened “with indignation” and that it “does not condone”. with the measures adopted.

The Federal Public Ministry (MPF) opened a procedure to monitor investigations into the death. Experts from the Federal Police (PF) carried out this Saturday (28) the expertise of the vehicle of the Federal Highway Police (PRF) where Genivaldo was killed.

The United Nations High Commissioner for Human Rights in South America called on the authorities to carry out a “prompt and thorough investigation”.

“Genivaldo de Jesus dos Santos was a 38-year-old black man, with a disability, who died after an approach by the Federal Highway Police last Wednesday [25]”, highlights the note.

The request to the authorities reinforces that international human rights standards are complied with and that the responsible agents are brought to justice, in order to promote reparation to the victim’s next of kin.

“Disproportionate police violence will not stop until the authorities take definitive action to combat it, such as prosecuting and effectively punishing any human rights violations committed by state actors, to prevent impunity,” said Jan Jarab, regional head of the office. of the UN for Human Rights in South America.

Jarab added that Genivaldo’s death came two years after the death of George Floyd in the United States, a case that triggered a wave of protests and attention to systemic and police racism around the world.
