Federal government rushes to vote PEC dos Precatório in 2021

After a difficult victory in the Chamber of Deputies, the Senate is the new challenge for the federal government to approve the PEC dos Precatórios, and the organizers rush to put the proposal to a vote in time to make the Auxílio Brasil, a social program that replaces the Bolsa, viable Family, still in 2021.

For this, the Palácio do Planalto appointed its leader in the House, senator Fernando Bezerra (MDB-PE), to be the rapporteur of the text. However, he has already indicated that this is not synonymous with accelerated approval.

“The sooner the better. This is the government’s expectation. But we have to respect political time here in the Federal Senate”, said Bezerra.

The government’s intention was to take the proposal directly to the plenary, without going through the CCJ (Committee on Constitution and Justice), but it bumped into the president of the commission, Davi Alcolumbre (DEM-AP).

“As our goal is to create an environment of understanding so that the matter – even though it is not a consensual matter, but that we give an opportunity for a broad debate – we did not object that it could be appreciated at the CCJ”, said Bezerra.

The deadline is also a matter of concern for the government. The Ministry of Citizenship works with November 20 as the deadline for promulgation of the PEC so that it is possible to cross data and make payments in December, because the law prevents the creation of permanent social expenditure in an election year.

Pressure on state and municipal governments

The government will renew its commitment to pressure from governors and mayors benefiting from the proposal to get the support of senators. However, part of the resistance it must face comes from the promise of releasing resources that were not fulfilled by Planalto.

Also, there is the question of the ballot boxes. Two-thirds of Senate seats will not be renewed in 2022.

On social networks, the president of the Chamber of Deputies, Arthur Lira (PP-AL), stated that the approval of the PEC was a demonstration of the fiscal and social responsibility of the House. However, parties that helped to pass it are moving to change their posture in the Senate, especially those interested in a third way for the 2022 election.

This is the case of PSDB and Podemos. The legends study an alternative that does not break the spending ceiling and makes payment of debts more flexible.
