Fernando Molica: Tax Reform is essential for a fairer country

In the Freedom of Opinion section this Wednesday (23), commentator Fernando Molica analyzes the package of economic measures announced by Minister Paulo Guedes at an event on Tuesday (22).

Guedes foresees a 25% reduction in the Tax on Imported Products (IPI), the release of resources from the Time and Service Guarantee Fund (FGTS) and the launch of a program for universal access to credit.

For Molica, the release of part of the FGTS would serve, in practice, for people to pay off debts. “The guy who is in debt to a bank, paying an indecent rate of interest, would take that money and pay off or lessen his debts, at least. Maybe about something for consumption,” he stated.

“In an election year, Santa Claus is more generous, it seems that government accounts are bigger and that access to the government safe is easier,” added Molica about the announcement by the Minister of Economy.

The commentator believes that the eventual reduction of the IPI “would have an effect on consumption” – if it were passed on in full to the consumer –, since in theory many imported products would have a price decrease.

However, Molica sees that there is a certain malice on the part of Minister Paulo Guedes, because a good part of the IPI is transferred to the states. “So, states with less money could not give salary increases to their employees”, he exemplified.

Molica also pointed out that although the announcement of the IPI reduction is welcome, it is necessary to discuss the Tax Reform.

“The IPI, like the ICMS, are those taxes that have an evil built into them because they are levied equally on the rich and the poor. The logic in a fairer society is for taxes to be progressive, that is, the rich pay more, the poor pay less,” said Molica.

“This is the discussion of the Tax Reform, which will hardly go ahead in this election year. The reform is essential for us to have a country that is a little fairer”, he concluded.

Alliance between PT and PSB

Former president Luiz Inácio Lula da Silva (PT) and former governor Márcio França (PSB) met to discuss a single candidacy for the government of São Paulo, while the parties are still negotiating a federation for the 2022 elections.

Lula, however, wants former São Paulo mayor Fernando Haddad running for the Bandeirantes Palace, while the PSB wants Márcio França himself in the race.

After the meeting, França spoke about the possibilities: “The president understood my arguments. PSB and PT have a tendency to walk together. In São Paulo, he will talk to Gleisi [Hoffmann] and Fernando Haddad and I think we will be together.”

The pre-candidates of the third way continue to move in search of agreements. After the event, the pre-candidate for the PSDB and governor of São Paulo, João Doria, spoke about the conversations with former Minister of Justice Sergio Moro, pre-candidate for Podemos.

“We have been in dialogue, as with Simone Tebet… and the parties have also been in dialogue. União Brasil, MDB, PSDB with the federation now with Cidadania”, said Doria.

“It is dialogue that can build the best alternative for Brazil, so that we do not have the sad nightmare of arriving on October 2nd with two options – the extreme left and the extreme right”, he said.
