FGV: No police have been held responsible for lethality in SP in six years

Between 2018 and 2024, no police officers were held responsible for a violent approach against the population in the state of São Paulo, according to the study of the FGV Law App Applied Research and Racial Research Center, released on Monday (5).

In 62% of cases, the victims were black people according to the study. The analysis was based on documents from 859 criminal procedures, such as police reports, reports and reports, prosecutors and court decisions.

Among the inquiries, one in four victims was fatal – there were 946 deaths in six years, without accountability by the police. The Public Prosecution Service opted for 100% of the demonstrations and about 90% of these justified as self -defense.

Terms such as “crime practice” or “suspicious attitude” were used to justify violent approaches, according to researchers’ analysis. The study also highlights that parts of investigations are omitted as a way of favoring the version of politics.

The gunpowder examination in the victims, for example, was neglected in 85.4% of cases. In the exams performed, only 1% presented a positive result for shooting by the victims.

“The data gathered reveal a scenario of persistent impunity, in which lethal police action is systematically legitimized by official narratives, supported by documentary records marked by racial selectivity, elapses and technical omissions,” explains Julia Drummond, General Coordinator of the Maps of (In) Justice.

In a statement, the São Paulo Secretariat of Public Security (SSP) said that the state security forces are legalistic institutions and do not condone with excesses or deviations of conduct from their agents. “Corporations promote constant training and have specialized committees to improve the procedures. By determination of SSP, all cases of death resulting from police intervention (MDIP) are investigated with rigor by the Corregedorias, with the accompaniment of the Public Prosecution Service and the judiciary.”

The portfolio states that since 2023 more than 550 police officers have been arrested and 364 fired or expelled from corporations.
