The Authorities may curtail constitutional rights and order all necessary means to deal with the disaster. The national emergency management agency (ONEMI) declared a red alert in Viña del Mar, a coastal city about 120 kilometers north of the capital Santiago, ordering the evacuation of its neighborhoods.
THE fire, boosted by wind gusts of 40 to 50 kilometers per hour, was uncontrollable. According to the National Forestry Company (CONAF), the flames have charred more than 1,100 hectares. They are operating 400 firefighters, almost all from Valparaiso, with the support of about 150 employees of the forest company and some units that went to the area from Santiago.
