A former director of the Brumado Penitentiary Complex (BA), a city located about 540 kilometers from Salvador, was indicted by the state’s Public Prosecutor’s Office for an alleged case of torture committed against a prisoner inside the prison unit in October of last year. Five other employees were also indicted.
According to the complaint, three prison officers allegedly shot the inmate in the leg with a rubber bullet and sprayed ginger in the face. The inmate was also allegedly kicked and elbowed. According to the complaint, the man, despite being injured, only received medical attention the following day.
“Despite being injured by the shot fired at him, and bleeding, the inmate only received medical attention the day after the incident and underwent a forensic medical examination on February 5, 2024, after a request from the Public Prosecutor’s Office,” says the complaint.
The prosecutors who signed the complaint state that information about the violence committed against the prisoner was taken in the same month to Captain Cláudio José Delmondes, former director of the prison, and to deputy director Carol Souza Amorim.
However, the accusation says, “they failed to act and did not take any steps to investigate” and were also denounced.
The penitentiary’s operational supervisor was also reported. According to the Public Prosecutor’s Office, the employee witnessed the attacks and recorded in the incident log that the prisoner had only been transferred to another cell, without any other observation.
The Bahia Penitentiary Administration Secretariat says that it “acted in the identification and investigation of employees and prison police suspected of participating in acts of torture” and that it “collaborated with all the information necessary for the complaint”.
The department says that, “upon becoming aware of the fact, at the time it occurred, it immediately removed the employees and prison police officers involved.”
Finally, the secretariat states that it “repudiates any and all types of violence and its work policy is guided by respect for and protection of human rights, especially those of inmates held in Bahian prisons.”
