France, Germany and the United Kingdom announced by letter to UN Secretary -General Antonio Guterres and the President of the Security Council that Iran is in “essential non -compliance” with its commitments, based on the joint integrated action plan (JCPOA). In the letter, dated August 28, 2025, the three countries (E3) emphasize that “on the basis of clear real evidence, we consider that Iran does not fulfill its significant obligations within the JCPOA” and announces that “we are hereby activating the process known as a” snapback “mechanism”.
