The National Secretary of Civil Aviation at the Ministry of Infrastructure, Ronei Glanzmann, said this Thursday (5th) that the return of free baggage clearance in commercial aviation is a “great setback”, which feeds the scenario of legal uncertainty in Brazil, one of the reasons why new airlines have not yet set up shop in the country, he said.
“Attracting a new airline to Brazil is a work of many years, sometimes of decades”, stated Glanzmann in a public hearing promoted by the Committees on Infrastructure and Economic Affairs of the Senate.
The measure was approved by the Chamber of Deputies in April and now needs to be analyzed by senators. Glanzmann acknowledged the problem of the high price of tickets in Brazil, but argued that the charge for dispatch is not the cause of the values.
He recalled that Brazil faces structural issues, such as the high price of fuel in the assessment. “There is homework being done,” the secretary said. “The baggage has to do with the competitiveness agenda. We need more airlines in Brazil, today we have three,” he said.
The secretary also stressed that the entry of new companies to operate in the Brazilian domestic market is linked to legal certainty and the possibility of charging for checked baggage, following practices adopted in other countries.
Glanzmann mentioned, for example, that ‘low cost’ airlines are operating with “quite efficiency” in other Latin American countries, such as Argentina, Colombia and Chile, where dispatch is taxed.
“These companies do not operate in Brazil. And we have spoken with these companies. They have not yet entered for two reasons: the size of the market in Brazil. To enter here you need to bring at least 20 aircraft. And the other issue is legal certainty, in fact. The luggage issue cannot go back,” said Glanzmann.
