The National Traffic Council (Contran) approved a new regulation this Monday (14), which changes the rules for paying fees at electronic tolls. The measure will apply to the entire country, and aims to provide greater transparency and improve the flow of cars.
The system is already applied in Brazil, it is installed on federal highways, such as the Rio-Santos Highway (BR-101), but will now be implemented on urban and rural roads, including federal, state, district and municipal roads and highways.
The measure brings changes that range from the way fares are charged and paid, to the reformulation of all charging stations on all highways in the country. According to the most recent survey by the National Transport Confederation (CNT), Brazil has 1.7 million kilometers of roads.
The approved proposal establishes the implementation of the system throughout the national territory and provides for vehicle identification and classification formats, as well as means of notification and payment via Digital Traffic Card.
Understand what has changed
THE free flow system allows drivers to pass through charging points without needing to stop . The measure contributes to greater traffic flow and a reduction in carbon emissions, according to the Ministry of Transport.
THE proposal implements data centralization on a national platform, with the aim of facilitating toll collection and notification to drivers . The rule provides for vehicle identification and classification formats, as well as means of notification and payment via Digital Traffic Card. These are: digital verification of the license plate, vehicle image, vehicle classification and also by use of tags (equipment with radio frequency technology).
THE The deadline for paying the electronic toll fee, without the driver being fined, was also changed from 15 to 30 days . If the deadline for payment is not considered a business day, the deadline will be extended until the next business day.
The vehicle images captured will be stored for 90 days. Except for defaulters, who will remain in the system for up to 5 years.
The measure will require reforms at collection points. This is because Contran also defined a new tariff, in which drivers will only pay for the sections traveled. Currently, charges are made regardless of the mileage used, which harms drivers who live close to toll plazas. It is also planned to create signs and symbols to identify the electronic billing system.
