The governor of Piauí, Wellington Dias, who presides over the National Forum of Governors, told CNN that states decided to resume charging ICMS on fuel after assessing that the tax has not been responsible for the rise in prices at gas stations. In an arm wrestling match with President Jair Bolsonaro, since the end of October, the states had decided to zero ICMS on fuel by the end of January.
This Friday (14), the National Committee of State Secretaries of Finance (Comsefaz) announced that most states decided not to extend the measure. Therefore, as of February, ICMS will also be levied on fuels.
“It was always said that the problem of fuel prices was the ICMS applied by the states. We prove not. Second, there was a truce to reach an understanding for the approval of the tax reform. That didn’t happen either. On the other hand, Petrobras continued giving readjustments and more readjustments in the fuel. So, if the goal was to find a solution and doors were closed, the Governors’ Forum reacted. If it is not possible to have understanding, why are we giving up recipes for our people?”, says Dias.
The ICMS rate varies from 25% to 34%, according to the states. The tax is no longer charged for 90 days. “There were six readjustments since then”, emphasizes the governor of Piauí.
A CNN contacted the Planalto Palace and the Ministry of Economy to hear what they have to say about Dias’ statements, but has not yet received a response.
