However, the government has assured that the figures are grossly inflated. In 2022, the number of homeless people was estimated to not exceed 263,000 people. But about 137,000 of the Ukrainian citizens who fled to Germany after Russia’s military invaded the country are counted among the homeless because they are in temporary shelters. According to the report, the statistics may also give the wrong impression because many homeless shelters and shelters were closed in 2022 due to pandemic restrictions. Most of the people listed as homeless last year were living in state shelters, or with relatives or friends.
