According to the 17-page text released after the meeting, the number of people through refugee migration should be “significantly and permanently reduced”, while the process of examining asylum applications with an acceptance rate of less than 5% should be completed within three months . In the other cases, the process must be completed within six months.

According to the text and as reported by the Athens News Agency, regular controls at the land borders with Austria, Switzerland, the Czech Republic and Poland should be maintained and federal and state police should work closely together to combat illegal immigration. and smuggling.

From 2024, the federal government, in response to a request from the states, will for the first time pay 7,500 euros annually per asylum seeker. For the first half of the year alone, the amount to be paid amounts to 1.75 billion euros, and with the adjustments to the allowances for those who have been in Germany for more than 18 months, it is estimated that the exemption of the states and municipalities will reach the 3.5 billion euros for 2024. However, a limit will also be imposed on cash given to asylum seekers, which will be largely replaced by prepaid cards.

The federal government still wants to investigate whether it is possible to process asylum procedures outside Europe, in transit countries or in third countries, “with respect for the Geneva Convention on Refugees and the European Convention on Human Rights”. Intensive consultations should, according to today’s decision, be held with countries of origin on the return of people after their asylum claim is rejected, while “refugees should be strictly checked and registered at the EU’s external borders” and further strengthened FRONTEX.

The federation and the states also agreed to set up a special committee for better coordination in dealing with immigration management issues and the integration process. It should include social groups, churches and trade unions, as well as experts and representatives of non-governmental organizations dealing with refugee rights.
