Roskomnadzor began blocking Instagram in Russia after Meta allowed Facebook and Instagram users to call for violence against the Russian military and Vladimir Putin.
A few hours before the start of the blocking, the Investigative Committee of the Russian Federation opened a criminal case against Meta, the Russian Prosecutor General’s Office asked to recognize Meta (Facebook) as an extremist organization due to the aforementioned decision of the American company.
Meta includes the social network Facebook, which has been blocked in Russia since March 4, Instagram, and the WhatsApp messenger. The latter, as it is believed, will not be blocked, since it does not contain such information. It’s just a means of communication.

Based on the requirement of the Prosecutor General’s Office of the Russian Federation, access to the Instagram social network (owned by Meta Platforms, Inc.) in the Russian Federation will be limited. The Instagram social network distributes informational materials containing calls to commit violent acts against citizens of the Russian Federation, including military personnel. According to a spokesperson for Meta Platforms Inc. Andy Stone dated 03/11/2022, the company removes the ban on its social networks for residents of a number of countries to post information containing calls for violence against Russian citizens, including military personnel.
