Foreign technology companies that do not comply with the requirements of the law on “landing” in Russia may be subject to enforcement measures. In particular, they face a ban on advertising. The law on “landing” provides for the opening of a representative office in Russia for foreign companies with a daily audience of more than 500 thousand people (there are 13 of them in total). Until January 1, 2022, they had to register on the Roskomnadzor website and post a feedback form there. To date, companies such as Google, Meta, Discord, Twitch and Telegram have not complied with the requirements of the law. Roskomnadzor promised to take action against them by the end of this month.
Only two companies – Apple and Spotify – have complied with all the requirements of the law. Five more – TikTok, Likeme, Twitter, ZOOM and Viber – partially fulfilled them. Some of them have already registered personal accounts on the Roskomnadzor website, while others have just submitted an application. Wargaming and AliExpress decided to “land” on their own initiative. Companies that violate the law face a ban on advertising, accepting payments from Russian users, collecting and transferring user data, as well as complete blocking in Russia. The Office may apply one or more measures to them.
According to the authors of the “landing” law, many companies abuse their monopoly position, violate Russian law, and their existing representative offices in Russia do not have sufficient authority to interact with the authorities.
