Government approves privatization plans for 16 airports, including Congonhas

THE Ministry of Infrastructure published this Thursday (19) an ordinance approving the grant plans for 16 airports advancing in the process to grant them to the private sector via auctions.

According to the text, published in the Official Gazette (DOU), “the operation of the listed airports will remain attributed to the Brazilian Airport Infrastructure Company (infraero ) until the operations are fully taken over by the companies winning the bidding processes”.

The grants still need to be approved by the National Civil Aviation Agency (Anac ), being formalized through concession contracts.

On the 10th of May, the ministry confirmed to CNN that intends to carry out the auctions of these airports, in four regions of the country, in 2022, dividing them into three blocks.

  1. Santos Dumont Airport/RJ (SBRJ);
  2. Jacarepaguá/RJ Airport – Roberto Marinho (SBJR);
  3. Uberlândia/MG Airport – Lt. Cell Aviator César Bombonato (SBUL);
  4. Montes Claros/MG Airport – Mário Ribeiro (SBMK);
  5. Uberaba/MG Airport – Mario de Almeida Franco (SBUR);
  6. Belém International Airport – Val de Cans – Júlio Cezar Ribeiro – Belém/PA (SBBE);
  7. Santarém/PA Airport – Maestro Wilson Fonseca (SBSN);
  8. Marabá/PA Airport – João Corrêa da Rocha (SBMA);
  9. Airport of Parauapebas/PB – Carajás (SBCJ);
  10. Altamira Airport – Altamira/PA (SBHT);
  11. Congonhas Airport – São Paulo/SP (SBSP);
  12. Campo de Marte Airport – São Paulo/SP (SBMT);
  13. Campo Grande Airport – Campo Grande/MS (SBCG);
  14. Corumbá Airport – Corumbá/MS (SBCR);
  15. Ponta Porã International Airport – Ponta Porã/MS (SBPP); and
  16. Macapá/AP International Airport – Alberto Alcolumbre (SBMQ).

From the list, the most relevant airports in terms of passenger flow are those of Congonhas in São Paulo, and Santos Dumont in Rio de Janeiro.

by the schedule of government the Congonhas auction should take place in the second half of 2022, together with the airports of Campo Grande (MS), Corumbá (MS), Ponta Porã (MS), Santarém (PA), Marabá (PA), Carajás (PA), Altamira (PA), Uberlândia (MG), Uberaba (MG) and Montes Claros (MG).

The planned investment for this block of airports is R$ 5.889 billion, with an initial grant of R$ 255 million.

According to the ministry, the process of the seventh round of airport concessions is being analyzed by the Federal Audit Court (Tribunal de Contas da União) (TCU ). The public notice for the auction is expected to be launched in the second quarter of 2022.

Santos Dumont Airport should be auctioned with Galeão Airport, also in Rio de Janeiro, after the company responsible for managing the place give up the concession .

Anac indicated in May of this year that the operation should be for 2024 despite the Ministry of Infrastructure still betting on completion in the last quarter of 2023.
