The Secretary of Public Security of Rio de Janeiro, delegate Victor Santos, criticized the federal government for not defending the Red Command (CV) classification as a terrorist organization. According to him, Brasilia ignores the reality of violence in the state and refuses to recognize the severity of the attacks promoted by the faction.
“The federal government could not talk about a subject that may not even know, because it does not know the reality of Rio de Janeiro, because it does not want. The reality of Rio is known to all those who live here,” said Santos.
The statements were made on Thursday (8), during a press conference about the arrest of Celsinho da Vila Vintém, appointed as head of the Friends of Friends (ADA) faction. Celsinho is suspected of allying with the CV to expand the territorial domain of the gang in the west of the state capital.
For the secretary, the Red Command acts with methods that resemble those of international terrorist organizations.
“CV today is the faction that faces the state the most, and we will continue to defend that it is a transnational and terrorist criminal organization.”
Criticism occurs at a time when US officials participate in a series of meetings with representatives of the Brazilian government in Brasilia. One of the topics under discussion is precisely to confront criminal factions and possible international cooperation agreements.
In Washington, President Donald Trump’s management has sought to frame Latin American criminal groups as terrorist organizations in the light of American legislation. This has already occurred, for example, with the Venezuelan Tren faction of Aragua.
On Tuesday (6), during a meeting with Trump government representatives, technicians from the Ministry of Justice and Public Security stated that, for Brazil, it is not possible to classify groups such as the Red Command (CV) and the first command of the capital (CCP) as terrorist organizations. The justification is that, according to national legislation, this type of framing requires religious, ethnic or ideological motivation, which would not apply directly to factions.
Nevertheless, the Rio government bets on international recognition. According to Victor Santos, a report prepared for the intelligences of the Civil Police and the Military Police will be delivered in the coming days to representatives of the US government.
“Governor Claudio Castro [PL] He is an enthusiast of this agenda and must personally deliver the report. If the classification is accepted, the state of Rio will have access to a series of benefits, such as training of agents, technical agreements and international blockages of resources linked to organized crime, ”explained the secretary.
He also highlighted the global reach of a possible US decision. “With one click, the US government can block money wherever it is, on suspicion of connection with a criminal and especially terrorist organization.”
Present to the press conference, the Secretary of Civil Police, Deputy Felipe Curi, stressed the argument that the CV practices typical acts of narcoterrorism. For him, the actions of the faction exceed the limits of common crime.
“Those who throw their female towards pregnant women, children and workers to prevent a police operation… is that what, if not narcoterrorism?” He asked. “Those who impose a court of trafficking, judge and execute people before the community, prevent ambulances and garbage collection… this is terrorism.”
Curi also recalled an attack in October last year, when criminals linked to the Israeli complex killed three civilians during an offensive against the police. “What happened there was no confrontation. It was execution. This is narcoterrorism,” he concluded.
