With the end of the parliamentary recess, the federal government will begin this week concentrated effort to try to reduce resistance called PEC Fuel.
The strategy drawn up by the Presidential Palace provides meeting with the dome of the National Congress and private conversations with the business segment.
According to government auxiliary reports, it is expected that before the release of the final format, the text of the proposal is discussed and eventually changed in an attempt to reach a consensus.
The proposal for the reduction or temporary exemption from fuel taxes should be treated initially with the presidents of the Senate, Rodrigo Pacheco (DEM-MG), and the House of Representatives, Arthur Lira (PP-AL).
The goal is for ministers of political and economic areas to discuss the text of the proposal with both until Wednesday (2), Return on legislative activities.
Following the strategy, drafted by government officials, it involves discussion of individual proposal with supporters and business leaders in both in-person conversations and telephone.
The Presidential Palace is the schedule for the project to be joined to the end of the first half of February.
The concentrated effort aims to try to minimize criticism of the proposal, not even finished, already faces resistance between businessmen and congressmen.
For them, the measure has populist character to be displayed in an election year.
Last week to reduce the criticism, the federal government began assessing dehydration of PEC Fuel, keeping only the tax reduction forecast on diesel, and no more on gasoline and energy.
In addition to providing for a federal tax exemption of R $ 69 billion, the proposal in its initial configuration can be reduced in impact before a large rise in price of oil.
In an attempt to facilitate a feasible initiative, the federal government consider reducing the scope of the project, keeping only the diesel, which would decrease the forecast of federal tax breaks for R $ 20 billion.
The issue was discussed at a meeting on Thursday (27) at the Planalto Palace, in which there was no consensus on the final shape of the proposal.
Aides palatial, dehydration of the initiative is supported by the economic team.
The argument of choice of diesel is that the reduction of its price may have a greater impact than gasoline on consumer inflation, since the fuel is used to fuel public transport and goods.
Today, according to government advisors, the biggest difficulty has been to find financial compensation for any tax waivers.
The consideration need not be included in PEC Fuel, but the Presidential Palace intends to announce the alternative to avoid criticism dribble in the Fiscal Responsibility Law.
