according to CNN anticipated, the federal government will announce this Friday (11) a National Plan for Fertilizers with guidelines to increase investments in production and reduce the dependence of around 85% on imports of the product used in agriculture.
“By meeting the growing demand for products and technologies, the measures established by the PNF seek to readjust the balance between national production and imports, with the potential to make Brazil a protagonist in the world fertilizer market,” Planalto said in a statement.
The ceremony is scheduled to start at 11 am, at Palácio do Planalto, with President Jair Bolsonaro and the ministers of Agriculture, Livestock and Supply, Tereza Cristina, of Mines and Energy, Bento Albuquerque, of Economy, Paulo Guedes, and Secretary of Strategic Affairs of the Presidency of the Republic (SAE/PR), Flávio Rocha.
Among the countries with a large scale of agricultural production, Brazil is the only one without autonomy in the supply of fertilizers, which seems to be a contradiction given the weight of Brazilian agribusiness in international trade.
Sources who participated in the discussion and elaboration of the plan confirmed to CNN Brasil in February that a presidential decree should be published shortly with the main guidelines and goals for the project’s execution. The objective will not be the self-sufficiency of the country, but to reduce to 60% the importation of fertilizers for the treatment of the plantation areas.
The starting point, after the decree is published, will be to carry out a geological mapping of the country to discover the minerals necessary for production, such as potassium and phosphorus. Without the raw material, there is no way to escape imports.
“Mining is key, so the strategy starts with geological mapping in the country to allow for investments. We have areas with potential, with logistical feasibility, but there are other socio-economic obstacles, such as the issue of taxation that will need to be reviewed”, said the government source heard by the column.
The deadline to reach the goal of reducing imports is very long and keeps the country in a fragile position in the face of the risks of shortages of fertilizers in the world. “I participated in the plan’s discussion group and the conclusion is that huge investments are needed to reduce our demand by 20% or 30%, but it takes at least 20 years to have a good result”, said Roberto Rodrigues, who was minister of Agriculture.
Despite having one of the largest planted areas in the world, with very high productivity, Rodrigues explains that the quality of Brazilian land is “poor” and needs a lot of fertilizer.
“Brazilian land is poor in the main chemical products to guarantee planting. The variation in land quality is also very large in different regions. Therefore, fertilizer is essential for the development of agribusiness in the country.
