nThe government leader in the National Congress , Senator Eduardo Gomes (PL-TO), asked this Monday (13) that the joint session of Parliament for the analysis of presidential vetoes scheduled for Tuesday (14) be postponed for fear of lack of quorum. Gomes’ suggestion is that the session take place on July 5, a Tuesday.
Without a significant number of senators and federal deputies present at the session, he said, there is a risk that agreements being negotiated will not be fulfilled due to lack of votes.
In addition to a large part of the senators and deputies being busy with articulations aimed at the October elections of this year, parliamentarians are also focused on attending June parties in their electoral bases in the respective states.
At the moment, there are about 27 presidential vetoes awaiting analysis.
“Otherwise, we run the risk of signing a compromise and when the veto is overturned, we will have an absolute lack of quorum, harming the agreement by overturning it”, declared Eduardo Gomes.
Among the vetoes that still need to be analyzed are those related to the privatization of electrobras and two laws to promote culture: Paulo Gustavo and Aldir Blanc 2.
“In fact, it would not be good to hold a session of the National Congress without a sufficient quorum to consider vetoes. Whether they will be rejected or maintained, that is a discussion proper to the plenary of Congress”, said the President of the Senate and Congress, Rodrigo Pacheco (PSD-MG).
He asked Gomes to reach a consensus this Monday with party leaders on the date of the joint session. Senators are expected to meet in the evening to discuss the issue.
Officially, tomorrow’s joint session at 10 am is listed as “convened”.
The presidential veto occurs when the President of the Republic disagrees with a bill passed by Congress. The veto can be partial or total and have political or legal reasons. Parliament, however, has to analyze the vetoes and has the possibility to overturn them.
For a veto to be overturned, it is necessary to have the agreement of the absolute majority of votes of senators and federal deputies. That is, 41 senators and 257 deputies need to vote in favor of overturning the veto. Parliamentarians vote separately.
If this number is not reached by the rejection of a veto, it is maintained as determined by the President of the Republic.
