The federal government issued a provisional measure that limits the release of resources to the National Fund for Scientific and Technological Development (FNDCT). The decision was published in an extra edition of the Official Gazette (DOU) on Monday (29).
The FNDCT, created in 1969, is one of the main programs of budgetary and financial resources to support the scientific and technological infrastructure of public institutions, such as universities and research institutes, and also to support technological innovation in companies with non-reimbursable resources. .
A law passed last year by the National Congress prevented the contingency of resources linked to the fund. The MP published this week removes this ban and sets limits for the application of the budget.
With the change, the 100% utilization of the budget can only be achieved in 2027 . In 2022, the established limit was BRL 5.555 billion. In the following years, the limit is a percentage of the total revenue forecast for the year: 58% in 2023, 68% in 2024, 78% in 2025, 88% in 2026 and 100% in 2027.
However, according to the MP, these established percentages are referential and may be increased during each year, in case of opening additional credits, under the terms of the legislation.
Once published in the DOU, provisional measures have the force of law, but they need congressional approval to become definitive law.

In a note, the Ministry of Economy states that, by replacing the interest rate (TJLP for TR) used in FNDCT loans, it is expected that the fund will be able to lend more resources at a lower cost, even with the limitation on budget release .
