The government made official this Friday (4th) the increase in the minimum salary for teachers in the public basic education network from R$2,886 to R$3,845. The readjustment is 33.24%.
The ceremony took place at Palácio do Planalto, where President Jair Bolsonaro (PL) and Education Minister Milton Ribeiro signed the ordinance that determines the increase.
The measure applies to professionals linked to municipal, state and federal networks who teach in kindergarten, elementary or high school and have a workload of 40 hours per week.
According to the Ministry of Education, more than 1.7 million professionals will be impacted by the adjustment.
In theory, the increase should already be included in the salary for January, which will be paid in February. However, the municipalities allege financial difficulty to afford the readjustment.
Milton Ribeiro guaranteed that “the resources exist and the federal government, there is already a legal provision, can, in a justified way, eventually help a manager who is unable to meet this amount”.
contrary manifestations
Through a note, the National Confederation of Municipalities (CNM) disagreed with the signed ordinance.
“The announcement reinforces the lack of planning and communication within the government itself, as well as demonstrates that the Union does not respect public management in the country”, he published.
And he added: “The National Confederation of Municipalities (CNM) understands that the Ordinance does not change the previous understanding that it is necessary to regulate the matter through a specific law, as reinforced in the Note of Clarification of the Ministry of Education, of January 14 , based on the opinion of the Attorney General’s Office (AGU)”.
The CNM also stated that “it will continue to monitor the discussion in the legal sphere in order to ensure that there is clarity in the face of the lack of definition created, as well as maintaining guidance to managers that the readjustment given to the other categories of the municipal administration is made and stay tuned for the discussion at the national level”.
The National Front of Mayors (FNP) also spoke out against the ordinance.
In a publication on social networks, the FNP communicated “cAs the saying goes: “in the private sector you can do everything that is not prohibited, but in the public sector only what is explicitly allowed”. Therefore, it is temerity to apply the readjustment of the teaching floor based on an ordinance, as announced by @govbr.”
