The federal government should publish this Wednesday (16) an extra edition of the Federal Official Gazette (DOU) with a supplementary credit of around R$ 800 million to finance the Safra Plan.
According to Senator Carlos Fávaro, rapporteur of PLN 1/2022, the new publication was the result of an agreement with Palácio do Planalto. In principle, this project would release R$ 1.7 billion to pay the salary readjustment of civil servants and military personnel.
THE CNN BrazilFávaro stated that he conditioned the government to deal with the PLN, as long as extra resources were signed, since the amount of the original project “does not meet the urgent demands regarding food security with the increase in the price of inputs and the careers of civil servants”. ”.
With that, the two requests for opening extraordinary credits must be voted on by the Joint Budget Committee (CMO) on Thursday afternoon (17) and then go on to be analyzed by the National Congress, on the same day.
Interlocutors of the Senate president, Rodrigo Pacheco (PSD-MG), say that the order of the agenda in the joint session must be changed and the vote on the projects that release resources will be analyzed before the presidential vetoes. However, there is still no understanding in the benches, which want to analyze vetoes to the privatization of Eletrobras, the Program to Stimulate Transport by Cabotage (BR do Mar), the Budget and the direct sale of ethanol.
“In this crisis, with the war, the high price of fertilizers, the Ministry of Agriculture has no resources for the Safra Plan. Credit is at 18% a year and that makes the crisis even worse,” said Fávaro. Asked about how the resources will be divided, the senator said that he still prepares the report on the measure, but, after signing the supplementary credit, he must follow the government’s guidelines for the division of the amount.
According to the Executive’s initial proposal, the project foresaw that R$ 1.394 billion would be spent on active servants and R$ 309 million on inactive ones. The Ministry of Defense should receive R$ 986.3 million. R$ 469.1 million for the Air Force Command.
