President Jair Bolsonaro (PL) edited, this Tuesday (17), a Provisional Measure (MP) to change the law that determines, according to the fluctuation in the price of diesel, the extraordinary review of the freight table in the country.
Until then, the National Land Transport Agency (ANTT) should review the values of the freight table for road transport of cargo whenever diesel fluctuated 10% in its value.
With the MP published this Tuesday, which is already in force, the values of minimum freight prices per kilometer traveled must be reviewed whenever the fuel has a 5% fluctuation in its price.
In the last adjustment by Petrobras, in force since the 10th, the price of diesel sold by the state-owned company to the distributors increased by 8.8%.
In addition to this extraordinary review that depends on the variation of diesel, ANTT, by law, already carries out biannual reviews of the freight values that will be charged in Brazil.
According to the Ministry of Infrastructure, since 2018, the law requires ANTT to publish a table with the floor of the freight per kilometer traveled, depending on the type of load, characteristics of the transport operation and number of vehicle axles.
“The calculation model evaluates fixed costs – such as the cost of vehicle depreciation, driver labor, insurance, among others – and variable costs, such as fuel, tire expenses, lubricants, vehicle maintenance”, the Ministry said in a statement. The government estimate is that the price of diesel represents about 40% of the costs of providing the freight service.
The federal government argues that the value of diesel was impacted by the war in Ukraine.
“This scenario imposes improvements to the Minimum Freight Floor Policy, so that the measure reduces to 5% the fluctuation in the price of diesel that determines the revision of the table”, says the Ministry of Infrastructure.
“With this, it is intended to give sustainability to the road freight transport sector, and, in particular, the self-employed truck driver, in order to provide a fair remuneration compatible with the costs of the activity”, he adds.
