After almost all large airports have gone through the concession process in the country, the National Secretariat of Civil Aviation (SAC) now intends to move forward with a plan of Public-Private Partnerships (PPPs) for small terminals, even in the face of economic and political uncertainties with an eventual change of government.
The idea is to auction five to six blocks, the first of which, in the Amazon region, should have the studies concluded by the end of November, with an estimated budget of R$300 million to R$400 million in consideration (payments from the government to the private partner).
The contracts would last from 10 to 15 years.
“This is a very strategic project for the sector, we have around 40 airports already mapped in the Legal Amazon region. The studies will indicate whether there will be five or six blocks, it will depend on the viability of each one”, said the national secretary of the SAC, Ronei Glanzmann, to Estadão/Broadcast.
The secretariat is considering eight airports for the first block, all in the interior of Amazonas.
Glanzmann says that the public profile of these terminals is tourism, business and what he calls “social”: when the passenger needs to go to the doctor or a hearing with the judge, for example.
“These regional airports are very small and unprofitable by nature. We are working with the possibility of having private management, bringing efficiency.”
Machado Meyer Advogados’ infrastructure partner, Fabio Falkenburger, says that the discussions for airport PPPs in the Legal Amazon region, which covers nine states, also depend on a regional aviation development policy.
“The only model that would stand to grant the operation of these airports is the PPP. But in addition to the government’s counterpart, some kind of incentive would be needed for airlines to make regional flights; the volume of passengers alone is not enough to attract companies to the region.”
