Governors and mayors expect Senate to review change in ICMS

Mayors and governors hope that the proposal approved this Wednesday (25), in the Chamber of Deputies, on ICMS (Tax on Circulation of Goods and Services), will have changes in the Senate.

According to the president of the National Front of Mayors, Edvaldo Nogueira, the expectation is that there will be a more “qualified” debate among senators. For him, the fact that 2/3 of the Senate are not contesting this year’s election will mean that, in the House, the discussion of the text will be freer from the “pressure for the vote”.

“All mayors and governors understand that something needs to be done to, for example, lower fuel prices. But this invoice cannot be directed, the federal government has a lot of responsibility”, he evaluated.

The president of the Senate, Rodrigo Pacheco, said this Thursday (26) that he intends to call the governors to discuss the proposal approved by the Chamber. “The Senate is the Federation House, it is the State House. If there is a basic premise, it is to listen to the states through their governors. Some of them are already very interested in debating this,” he said.

The National Confederation of Municipalities (CNM) estimates that states will lose up to R$ 65 billion per year with the new rule for ICMS and municipalities of R$ 15.4 billion. The entity has sent data to the mayors so that they can pressure parliamentarians to try to improve the measure.
