Haddad says he will not reencumber IPI because government wants tax reform

The Minister of Finance, Fernando Haddad, spoke to journalists in Davos this Monday (16th), and reinforced that the Tax on Industrialized Products (IPI) will not be re-encumbered. This is because the priority is tax reform.

“Is it over there [reforma tributária] it is essential to seek tax justice and reindustrialize the country, as industry is what pays almost a third of taxes in Brazil today and accounts for 10% of production. So there is a very big imbalance in relation to the industry, and this is the way to go”, declared Haddad.

According to the minister, the reform proposed by the government is already very mature in both houses, both in the Chamber and in the Senate. “There is a lot of debate that has already taken place and there are two proposals that are calling the attention of parliamentarians today: the two PECs 45 and 110. We understand that the path is to arrive at a consensus text and, if it depends on the government, we will vote for first half of the tax reform”.

Asked about the feasibility of approving the reforms, since they have not been discussed for about 10 years, Haddad claimed that the tax reform that previous governments were trying to approve was wrong.

“I’m not criticizing, I’m stating a fact. It’s no use insisting and saying that you’re going to carry out ‘my tax reform’, which was focused on the CPMF (Provisional Contribution on Financial Transactions). This contribution is dead and buried, so insisting on a thesis that will not delight anyone, will spend four, 10 years talking and will not be approved”, he highlighted.

For Haddad, this reform that is being proposed is more focused. “Our tax reform is the reform that has been led so far by the name of one of my secretaries, Bernar Appy”, he pointed out.
