Hamas studies a new proposal from Israel to ceasefire and hostage release

Hamas is “studying” an Israeli proposal for a ceasefire in Gaza, which would result in the release of 10 hostages in exchange for hundreds of prisoners and detainees Palestinians, a militant group authority told the militant group CNN .

The proposal, received by Hamas on Monday (14), describes an initial structure for a truce of 45 days in the Palestinian territory, during which the two sides would seek to negotiate a permanent ceasefire, continued the authority.

The Israeli proposal also provides for Gaza’s disarmament, previously a red line for Hamas. It does not include the guarantee of the permanent end of the war, which the group demanded as part of a comprehensive agreement.

Hamas’s authority has stated that the group will not agree with any Israeli ceasefire proposal that requires its disarmament or provides the return of Israeli forces to Gaza after an initial withdrawal, making it unlikely that the group will accept it.

The offer marks Israel’s first proposal to bring hostages back since the war was resumed in March.

Prime Minister Benjamin Netanyahu is under intense pressure from hostage families and a growing number of military reservists to reach an agreement.

THE CNN contacted Israeli authorities for comments.

New proposal for liberation of hostages and detainees

According to the proposal, the hostages would be released in stages, starting with the Israeli American Edan Alexander on the first day of the truce, as a “special nod” to the United States, the Hamas authority said.

Nine other Israeli hostages would be released in two stages in exchange for 120 Palestinian prisoners who comply with perpetual penalties and more than 1,100 detainees kept without accusation since October 7, 2023, he added.

Israel’s proposal also requires Hamas to provide information on the remaining living Israeli hostages maintained by the group, “in exchange for information about the Palestinian detainees”, and the liberation of the bodies of 16 Israeli in exchange for the remains of 160 Palestinians held by Israel.

The “temporary ceasefire lasting 45 days” would also include the cessation of military operations and the entry of aid in Gaza, as well as “a agreed mechanism to ensure that help reaches only civilians,” the authority said.

The proposal also covers the entry of equipment necessary to house Palestinians displaced in Gaza.

A Hamas delegation met with Egyptian and Caaria mediators in Cairo over the weekend.

Israel did not publicly recognize if he sent a team to the negotiations.

Since early March, Israel has cut humanitarian aid, including food, Gaza. Humanitarian aid agencies warn that the situation of the 2 million civilians of the track has deteriorated dangerously, aggravated only by the intense Israeli military operations.

Israel’s decision to block help occurred before his new military offensive, in which he said it was an attempt to press Hamas to release more hostages and impose new conditions on the ceasefire in force at the time.

More than 1,500 Palestinians have been killed in Gaza since mid -March, according to the Ministry of Health of the Territory.

According to the new proposal for ceasefire, the Israeli army would withdraw for seven days of parts of Gaza, including the city of Rafah, in the south, and some areas of the north and eastern city of Gaza, according to the authority of Hamas.

Israel’s proposal also “stipulates the disarmament of the Gaza Strip” and negotiations about a “permanent ceasefire declaration”, to be started on the third day of the truce, the source explained to the CNN .

“Negotiations for a permanent ceasefire should be completed within 45 days,” after which the remaining Israeli hostages kept by Hamas, both alive and dead, would be delivered to Israel, he continued.

“Steps are underway” to reach an agreement

The Israeli authority had previously said to the CNN That Israel’s latest proposal would require the release of Gaza’s 10 hostages, as well as Alexander’s liberation, as a nod to President Donald Trump.

According to the Israeli authority, the proposal would include phases during which Hamas would provide information about all other remaining hostages.

On Sunday (13), Netanyahu’s office said “measures are underway” to reach a new ceasefire agreement for hostages in Gaza, when talking to the family of the hostage Eitan Mor.

One of the groups representing hostage families, the Tikva Forum, confirmed the conversation and said Netanyahu had updated the Mor family “about the progress of negotiations for the release of 10 living hostages.”

The Israeli media also reported that negotiations aim at the release of 10 hostages, but the Prime Minister’s office did not confirm the number.

THE CNN It is working to confirm other details of the proposal presented by the representative of Hamas.

Also on Sunday, Mahmoud Mardawi, a high Hamas employee, said in Telegram that, although the group has a positive attitude towards any proposal “based on the interruption of aggression and withdrawal of occupation forces… We will not accept a change to a fragmented process, limited to a food agreement by prisoners (hostages)”.

THE CNN Last week reported that the mediators were frustrated by Netanyahu’s decision to dismiss national career security professionals leading the Israeli delegation in negotiations in favor of his nearest counselor Ron Dermer.

They claim that the measure has slowed the discussions to resurrect the broken ceasefire.
