High in imports from China worries footwear sector

In January this year, China shipped more than 1.32 million pairs of shoes to Brazil, 19.6% more than in the same month last year. All footwear imports from the country totaled 2.58 million pairs, for which US$ 24 million were paid, up 30% in volume and 10.2% in revenue compared to the first month of 2021.

China has already displaced Vietnam as the main source of Brazilian footwear imports in 2021, with more pronounced growth in the last two months of the year. However, the volume coming from there in January is more than half of the total imported in the month.

The matter concerns the Brazilian Association of Footwear Industries (Abicalçados), which claims that the Brazilian industry has difficulties in competing with these products.

Concerns are also related to the proximity of the deadline to renew the surcharge for imports of Chinese shoes.

Since 2010, when the surcharge (anti-dumping practice) was adopted, China has not taken first place among the origins of imports.

“Big consumers of Chinese products are putting restrictions on Chinese products. When these restrictions are placed, the production ends up being spawned elsewhere”, says Haroldo Ferreira, president of Abicalçados.

He recalls that the higher taxation on products from China occurs because the sector was able to prove that the production practices of that country use precarious labor. The antidumping, however, needs to be renewed by March this year.

In the meantime, the higher rate agreed previously remains in effect. The fear is that, even with this security, Chinese shoes start to arrive at very competitive prices, the non-renewal of antidumping would mean the end of many national industries.

Ferreira, however, says he is hopeful about the renewal and says that the matter is already forwarded at the Federal Government’s Chamber of Foreign Trade (Camex).

In addition, the sector demands tax reform so that Brazilian products can reach the shelves at lower prices.
