How 80,000 unemployed will be included in training programs – The whole process

The “Green” light for the inclusion of 80,000 unemployed in training programs was given yesterday by the Public Employment Service (formerly OAED).

This is because the electronic submission of providers’ applications for their inclusion in the Register of Certification Providers established by the Public Employment Service (DYPA) has started, in the framework of the “new generation” skills upgrade programs.

The total budget of the programs amounts to 100 million euros.

Therefore, “proportional” to each unemployed amount of 1,250 euros for his training. This funding will “run” from the Fund for Recovery and Resilience.

The aim of the action is the effective connection of the training with the needs of the labor market and the strengthening of the employability of the unemployed for their faster reintegration.

Specifically, providers interested in certifying the knowledge and skills of trainees in the “Skills upgrading and retraining programs in high demand fields with emphasis on digital and” green “skills”, are invited to apply through the Single Digital Portal of the .gr, according to the terms and conditions listed in the relevant invitation, for inclusion in the register.

According to the relevant Ministerial Decision, DYPA will cooperate with the Lifelong Learning Centers (KEDIVIM) of Greek Public Universities, as well as with the licensed K.D.V.M. that meet specific quality assurance criteria, for the provision of training programs to unemployed people registered in the OAED unemployed registers, in the context of the national effort to upgrade the skills of the Human Resources, mainly in digital and “green” skills, aiming at their effective interconnection the labor market and improving their employability, as well as maintaining future jobs.

The object of the present project is the provision of theoretical training services – which will lead to certification of the knowledge and skills that will be acquired in the context of training – and will be addressed to beneficiaries, registered in the OAED Unemployed Register, older of 18 years. In particular, the services provided under this project include:

I. Theoretical training programs for the unemployed – beneficiaries lasting 50 – 200 hours that lead to the acquisition of digital and “green” knowledge and skills, as will be described in each call.

II. Certification of the knowledge and skills that will be acquired within the training programs.

The project will be implemented through 5 sub-projects, as follows:

Subproject 1: “Implementation of vocational training programs through the KEDIVIM Register of AEI”.

The sub-project concerns the retraining and / or upgrading of digital and “green” skills up to 40,000 unemployed, with the provision of Vocational Training Programs lasting 50-200 hours and the certification of knowledge and skills that will be acquired.

The Subproject will be implemented through the process of providing Training Checks (Vouchers) to the beneficiaries, who will be selected through a public invitation of OAED. OAED will issue a public invitation to specific groups of beneficiaries. A Special Register of Vocational Training Providers will be created for the needs of this sub-project.

In the Register of vocational training providers, all K.E.D.I.V.M. will be invited to participate, through a public invitation. of HEIs, based on specific quality criteria.

Subproject 2: “Implementation of vocational training programs through the Register of licensed K.D.V.M.”.

The sub-project concerns the retraining and / or upgrading of digital and “green” skills of up to 40,000 unemployed, by providing Vocational Training Programs lasting 50-200 hours, and the certification of the knowledge and skills that will be acquired.

Subproject 3: “Adaptation and configuration of” Voucher “Information System”.

For the needs of monitoring the implementation of the project, the existing Information System “Voucher” that has been developed for the needs of respective training programs of the Ministry of Labor and Social Affairs will be adapted, through which the physical and financial object of the project will be monitored. , as well as on-site and administrative verifications that will be carried out throughout the implementation of the project.

Subproject 4: “Technical Support Consultant”.

The object of the Consultant’s work is to provide technical support to OAED:

a) Monitoring, management, verification and evaluation of training programs

b) In support of the maturation of future projects

c) The development of tools for monitoring the implementation and management of the project aimed at a large number of beneficiaries

d) The overall support of OAED in all stages and actions related to the implementation of training projects implemented under this project, as well as training projects to be implemented under the action “SUB 2: Horizontal skills upgrade programs for targeted population groups “. The technical specifications, and the exact object of the Consultant’s work will be described in detail in the relevant announcement.

Subproject 5: “Communication and promotion actions”.

The specific sub-project includes the design and implementation of a communication and publicity action plan for the information of the citizens, as well as the promotion and promotion of the program, aiming at the maximum participation of the beneficiaries.

In particular, the object of the subproject is the provision of promotion and publicity services. Examples will include:

-Combined actions of promotion and publicity in the media (Press, Radio, Digital Signage, Outdoor advertising).

-Creative design and production of printed, audiovisual and other promotional and information material.

-Organization and organization of events.

-Promotion on the internet and social media
