How the President of the Republic is elected

Sergio Mattarella was elected President of the Republic on January 31, 2015. His term as head of state ends on February 3, 2022 because the seven-year starts from the moment of the oath. From the previous week, Parliament met in plenary session for the election of his successor: the convocation is for 3 pm on Monday 24 January. Work is underway to manage the pandemic and the risk of contagion. The most probable hypothesis is voting by time slots, in alphabetical order. This is how the President of the Republic is elected.

Montecitorio

The Chamber of the Chamber hosts both branches of Parliament and the others entitled to vote for the election of the head of state. The president of the Chamber, Roberto Fico, presides alongside the president of the Senate Maria Elisabetta Alberti Casellati.

Requirements

To be elected president of the Republic, the Constitution, according to article 84 of the Constitution, must be an Italian citizen, be over 50 and enjoy political and civil rights.

Electors

The President of the Republic is elected by the Parliament in joint session. 630 deputies and 321 senators gather, plus 58 electors chosen by the regional councils: each region appoints three, two from the majority and one from the opposition, only one for the Aosta Valley. The House and Senate presidents do not participate in the vote.

Quorum

We vote by secret ballot to elect the President of the Republic. In the first three votes, the qualified quorum of two thirds is needed: that is, 673 voters out of 1009. From the fourth ballot, an absolute majority is sufficient: that is, 505 voters out of 1009.

However, there are currently 1007 voters. There is no senator waiting for Palazzo Madama to validate the takeover of the senator of the Pd Fabio Porta to that of Maie Adriano Cario, declared forfeited. The seat left by the mayor of Rome, Roberto Gualtieri, is vacant in the Chamber. Supplementary elections have been called for Sunday, January 16.

Current numbers

Neither center-right nor center-left (plus M5S) currently have the numbers to independently elect the head of state. They do not exceed 673 and 503. The difference is made by the 98 parliamentarians who are not officially part of one of the two groups: 6 senators for life (Giorgio Napolitano, Mario Monti, Liliana Segre, Elena Cattaneo, Renzo Piano, Carlo Rubbia) , as many who are part of the Autonomies group, 2 are from the MAIE, those elected abroad, 29 enrolled in the Mixed Group in the Senate and 55 in the Chamber, most of them elected with the 5 Star Movement.

The Vote

Senators are called first, then deputies and regional delegates. The “call” is done twice. Secret voting takes place in booths called “bieres” which are under the seat of the presidency of the Chamber. The name of the candidate is written on the form delivered by the clerk, stamped and signed by the general secretary of Montecitorio. The card is placed in a wicker and green satin urn, renamed “the salad bowl”.

The Speaker of the Chamber makes the count by reading the names of the candidates in the Chamber. The officials of the Chamber and the members of the Montecitorio presidency office act as tellers by counting the votes.

Of the 13 presidential elections made up to only three have succeeded in the first round: De Nicola in 1948, Francesco Cossiga in 1985 and Carlo Azeglio Ciampi in 1999. The following were elected to the fourth vote: Luigi Einaudi in 1948, Giovanni Gronchi in 1955, Giorgio Napolitano in 2006 and Sergio Mattarella in 2015. It took 9 votes to elect Antonio Segni in 1962, 16 for Sandro Pertini in 1978, 21 for Giuseppe Saragat in 1964 and 23 for Giovanni Leone in 1971. There is only one case of re-election, that of Giorgio Napolitano between 2013 and 2015. In the event of illness, impediment, death, long trips abroad or other special cases, the President of the Senate takes the place of the head of state.
