HRDH: In the first quarter of 2022 the binding for the ports of Alexandroupolis, Kavala, Igoumenitsa

In the first quarter of 2022, the binding offers for the ports of Alexandroupolis, Igoumenitsa and Kavala are expected to be submitted, while the port of Heraklion will follow a few months later, while the utilization of the central port of Corfu is being prepared as well as the marina in Lefkimi.

The above is provided for in the revised Asset Development Plan (ADP) of the HRDH, which was approved a few days ago by the Government Economic Policy Council (KYSOIP).

Among other things, the ADP states that the HRDH will evaluate in 2021 the time of resumption of the tender for the sale of 30% of AIA “El. Venizelos” (the state controls 55%), which was interrupted during the phase of binding offers due to of the effects of the pandemic crisis on the aviation market, noting that nine investment schemes have entered the binding bidding phase.

In the next few days, a bidder is expected to emerge for the property of the former American base in Gournes, Heraklion. Four consortia are participating in the tender and the financial closure of the transaction is expected in March 2022.

Marinas

For the Marina of Thessaloniki (Aretsou) the deposits of binding offers are expected on February 24 from the six investment schemes that participate in the second phase of the tender. For Marina Pylou, the competition will run in a single phase with the start of the tender process scheduled until the end of the year.

In Corfu, the case of sub-concession of the right to operate port activities of the central port in order to serve 98 mega yachts, as well as the upgrading of the existing port infrastructure and the creation of an adjacent marina in South Corfu are being examined.
At the same time, the planning for the utilization of the other marinas that are included in the HRDH portfolio is progressing.

Alternative scenarios for EYDAP and EYATH

The ADP states that alternative scenarios for the utilization of the percentages in EYDAP and EYATH held by the HRDH in collaboration with the EESYP (Superfund) are being evaluated. Also for the underground natural gas storage in Kavala, it is estimated that the submission of binding bids is expected in the second quarter of 2022.

For the Underground Gas Storage in N. Kavala, the issuance of the final decision of RAE is pending after a relevant consultation with DESFA regarding the clarification of the final regulatory framework to support the investment. The process is estimated to be completed by the end of the year. The submission of binding offers is estimated for the second quarter of 2022.

The pending issues of Egnatia Odos

For the 35-year concession of Egnatia Odos, ADP mentions the pending issues that must be closed in order for the concession to proceed to the GEK TERNA-Aegis consortium, which has emerged as a preferred investor.

In particular, they are expected from the Greek State, the immediate licensing of all tunnels (unlimited or out of dangerous loads as the case may be) by the Tunneling Authority and the issuance of Decisions approving environmental conditions for certain points of the Motorway regarding which they have the relevant licenses expire.

From Egnatia Odos SA are expected: 1. Completion of construction of frontal and lateral SD 2. Actions for installation of equipment for the licensing of all tunnels (unlimited or out of dangerous loads as the case may be) 3. Actions for the completion of the expropriations required for the upcoming works described in the Concession Agreement and specifically for the upgrade of the vertical axes.

Finally, for the new concession of Attiki Odos, the perimeter of the tender is expected to be determined by the end of the year and the start of the tender procedure in the first quarter of 2022.
