A state of alert has been declared for the province of Havana and the provinces of Mayabeke and Artemis.
“It is possible that the storm will intensify before it reaches land, this afternoon, in the area of Sienaga de Zapata, on the south coast of Matanza,” according to Insmet. The storm is then expected to cross the island from south to north.

On the south coast of the Dominican Republic, a 15-year-old was killed by a wall fall in the Bahoruku district and a 75-year-old died under the same conditions in Bani, according to the Emergency Operations Center (COE).
A third person has died in Soufrier, on the island of St. Lucia (south of Martinique), the Caribbean Emergency Management Agency (CDEMA) said.
“Cuba continues to watch (the storm) and remains ready to help other affected countries,” Foreign Minister Bruno Rodrγκguez said on Twitter on Sunday.
Elsa hit the entire southern part of Cuba from the sea on Sunday and Monday morning, but no significant damage was reported. The Cuban Civil Protection Service had predicted and declared a “state of emergency” in the affected areas, which had taken precautionary measures.
