ICMS ceiling will have “immediate” impact on fuel prices, says deputy

Federal deputy Danilo Forte (União-CE), rapporteur of the bill that establishes a ceiling of 17% in the collection of ICMS in fuels , argues that the measure will have an “immediate” effect on reducing the price of gasoline and diesel. The text, reported by Fernando Bezerra (MDB-PE), should be voted on in the federal Senate on Monday (13).

“The national average reduction in fossil fuels is around 9% to 12%, varying from state to state. In energy, the effect will be more immediate, because it is a unified price and the control is done by Aneel, from 10% to 12%; in telecommunications, 10%”, he explains.

Friction with governors

PLP 18/2022 has been constantly criticized by governors for the fact that the tribute is the main source of revenue for the States. State managers claim that the measure will have no result in practice. The MP denies it.

“If you understand that Rio de Janeiro has the largest energy generation matrix in the country, the largest refineries, why is the state paying such a bill? Because 34% of the value is the ICMS charged by the government. You don’t need to do much math. If you decrease ICMS from 34% to 17%, you automatically have a reflection on the pump”, explains Fortes.

The governors also argue that the project can break state accounts, but the parliamentarian says that, with the decrease in fuel spending, the population will have more money available to spend on other services and products. “It will increase fluidity and the flow of money in other sectors. The governors who were used to collecting resources in the distribution of energy and fuel, will now have other sources of collection from the money that will be used in the supermarket and pharmacy, for example”.
