But practically none of the major manufacturers followed the recommendations. In particular, MSI did not do it either, but its employees did it for her during the MSI Insider stream. They have published a list of upcoming gaming laptops with details regarding the TGP of the installed graphics cards.
As you can see again, the same 3D card can be very different depending on the laptop. The difference between the RTX 3060 in the GF65 / 75 and the GE76 is clearly going to be huge. In the latter case, the card should be faster than the RTX 3070 in the GS66, and in some games faster than the RTX 3080 in the same laptop.
