Immigration, the Senate approved the changes to the “Salvini decrees”

The immigration decree it is law. With 153 in favor, 2 against and 4 abstentions, the Senate approved the decree that definitively modifies the Security decrees wanted by Matteo Salvini, when he was Minister of the Interior during the first Conte government.

The process that led to this vote was torturous. The decree law had received a green light from the Council of Ministers last October. “I call them the clandestine decrees and we will make barricades on them”, the leader of the League thundered shortly after. At the beginning of December, the OK of the Chamber of Deputies arrived, after a continuous debate between the Democratic Party, which has always opposed the Security decrees, and the 5 Star Movement which instead had approved them in the first executive.

The last 24 hours have been the most intense. There was before the occupation of the benches of the government by the senators of the League as a sign of protest against the request for confidence made by the Minister D’Incà, then there was a real fight that sent a clerk and a commissioner to the infirmary. With the approval of the new immigration decree, which tightens the “Urban Daspo”, with the prohibition of access to public premises also against “subjects who have reported one or more complaints or a non-definitive sentence, over the last three years, relating to the sale or transfer of narcotic or psychotropic substances”, various aspects change of the reception system in Italy. Here are which ones.

RESCUE AT SEA
The seizure of the ship for non-governmental organizations operating in the Mediterranean to rescue migrants is no longer foreseen. Finally, residence permits for special protection and permits for disasters, for elective residence, for the acquisition of citizenship or statelessness, for sports activities, for artistic work, for religious reasons are convertible into a residence permit for work reasons. and for minor assistance.

REJECTION
“The refoulement or expulsion or extradition of a person to a state is not permitted if there are reasonable grounds to believe that he or she risks being subjected to torture or inhuman or degrading treatment. In assessing these reasons, account is also taken of the existence, in this state, of systematic and serious violations of human rights “, reads Article 1 of the new decree. “Rejection or expulsion or extradition of a person to a state are also not permitted if there are reasonable grounds for believing that expulsion from the national territory involves a violation of the right to respect for one’s private and family life, unless that it is not necessary for reasons of national security or public order and security “. The ban on refoulement and expulsion in states where human rights are violated is therefore back.

HOSPITALITY
The reception system takes the name of “Reception and integration system” and is managed by the Municipalities. Asylum seekers, previously excluded, will be able to return to access it. There are two types of service: first level and second level. The first case includes material reception, health assistance, social and psychological assistance, linguistic-cultural mediation, Italian language courses, and legal and territorial guidance services. In the second: job orientation and vocational training.

Lastly, the time spent inside the repatriation centers is reduced: from 180 to 90 days.

REGISTRY OFFICE
Applicants will be able to go back to enroll in the municipal registry and obtain an identity card valid for three years.
