French President Emmanuel Macron said on Monday that he was in favor of a new type of “European political community” that would allow countries outside the European Union, including Ukraine and the United Kingdom, to join “European political values” European power stations”.
Speaking to the European Parliament in Strasbourg, Macron called his re-election last month a sign that the French want more Europe.
But he made it clear that Ukraine’s desire to join the bloc would take several years and, as a result, some hope needed to be given in the short term.
“Ukraine for its struggle and courage is already a warm member of our Europe, of our family, of our union,” Macron said.
“Even if we grant her candidate status tomorrow, we all know full well that the process to allow her to join would take several years, probably several decades.”
Rather than overturning strict standards to allow countries to unite more quickly, Macron suggested creating a parallel entity that could attract countries aspiring to join the bloc or, in an apparent reference to the United Kingdom, countries that have left the union.
He said this “European political community” would be open to democratic European nations that adhere to its core values in areas such as political cooperation, security, cooperation in energy, transport, investment in infrastructure or the movement of people.
“Joining it would not necessarily jeopardize future EU membership,” he said. “Nor would it be closed to those who left it.”
