In one year, Brazil recorded at least 92 serious threats of attacks on educational institutions. The data is part of a survey compiled by the Civil Police of Santa Catarina. CNN had access to the report.
Since August last year, the state has been using the CyberPC system to identify threats on the internet, such as on social networks or online forums. The numbers correspond to threats and incitements and not necessarily to elaborate attack plans.
In Santa Catarina alone, 38 incitements were identified. The system began to be used in August last year, within the scope of the Cyber Intelligence Laboratory of the Civil Police of Santa Catarina.
It was instituted after a 25-year-old man broke into a daycare center in Blumenau in April and killed four children. The system monitors forums and groups and issues alerts to the Santa Catarina cybercrime police station when it identifies threats or incitements to violence.
The technology works in parallel with the National System for Monitoring and Combating Violence in Schools (SNAVE), from the Ministry of Justice. In addition to Santa Catarina, the states in which the most threats were identified were São Paulo, Minas Gerais, Ceará, Rio Grande do Sul, Pará and the Federal District.
The system also located four incidents abroad: in Portugal, Mexico, France and Italy. In all four countries, the police force issued alerts to foreign authorities. In Italy, for example, a threat to a school in Tuscany was identified. The Civil Police contacted the Italian authorities who acted against the suspect.
“I am immensely proud of the Civil Police. It recently demonstrated its excellence, both in Brazil and abroad, by using the CyberPC system to intercept serious threats,” said the governor of Santa Catarina, Jorginho Mello.
MASP
The threats identified were not only against educational institutions. In total, the Santa Catarina Civil Police found 137 incidents, one of which, for example, was against the São Paulo Museum of Art, MASP.
The technological system identified, on an internet forum, a plan to launch an explosive device at the museum in February of this year.
The attack would be carried out during a demonstration on Avenida Paulista, when there would be a large concentration of people.
According to CNN Brasil, the plan was discussed in a forum with a history of messages of violence against minority groups.
At the time, the police force informed the São Paulo government, which acted to prevent the threat from being carried out.
Prisons
The identification of threats led to the launch of 33 police operations in one year. They led, for example, to eight arrests, in states such as Santa Catarina, São Paulo and Rio Grande do Sul.
In total, thirteen searches and seizures were also carried out, including investigations in Portugal and Italy, as well as visits to the homes of those responsible for the threats.
