The head of the government apparatus Dmitry Grigorenko said that it is planned to prohibit cryptocurrency mining in data processing centers (data centers). This provision may be enshrined in the amendments to the law “On Communications” and a number of others, in order to prevent miners from applying for benefits for the data centers.

According to Grigorenko, the government and State Duma deputies have finalized amendments regulating the activities of data processing centers. In 2020, Russian President Vladimir Putin instructed the government to work out the issue of preferential support for the data center and help them reduce electricity costs. A year later, the government developed amendments and made them for consideration to the State Duma. In the first reading, the bill was adopted in 2022.

In the current version, in addition to the Law “On Communications”, the document makes amendments to the laws “On concession agreements”, “On public-private partnership” and “On digital financial assets”, which offer:

  • attribute the data center to communication facilities and adjust the definition for such objects (now it is a set of buildings or premises used to accommodate equipment for processing and storage of data);

  • Minzifra will maintain the data center. The owners of such objects will be able to enter the register on a voluntary basis, the government will determine the requirements for this;

  • In the data center included in the register, they will prohibit placing mining infrastructure and extract digital assets.

The second reading of the bill is planned to be carried out before the end of July. The government hopes that the new rules will form the basis for attracting additional investments in the industry that experiences a deficiency of computing power. The data center will be able to receive electricity at preferential tariffs, and not at full cost, which should reduce their operating expenses.

Earlier, Vladimir Putin explained the decision made by the authorities to prohibit the mining of cryptocurrency at the discretion of the government in any regions of the country. The decision is due to the growing shortage of electricity, the head of state said.
