The Ministry of Digital Development, Communications and Mass Communications of the Russian Federation proposed a bill providing for fines for Russian companies and individuals for illegal mining and failure to provide data on the obtained cryptocurrency.
The Ministry of Cisifers proposed introducing to the Code of Administrative Offenses (Code of Administrative Offenses) a new article 15.49 – “Violation of the requirements of the legislation of the Russian Federation on digital currency and mining”. According to the bill, it is planned to introduce the following fines for illegal mining:
- for companies – from 1 to 2 million rubles;
- for officials and individual entrepreneurs – from 200,000 to 400,000 rubles;
- For individuals for participating in mining without registration in the registry (including with the participation of a mining bullet) – from 100,000 to 200,000 rubles.
In all cases, the steamed cryptocurrency will be confiscated. In addition, punishment is provided for the illegal activities of infrastructure operators for the extraction of digital assets. Fines for companies, officials and individual entrepreneurs will be the same as for illegal mining.
It is also proposed to introduce fines if the miner did not submit a report on the extracted digital assets and addresses-identifiers to Rosfinmonitoring.
The bill provides for punishment for cryptocurrency calculations outside legal regimes allowing to do this. Pilments for individuals will amount to from 100,000 to 200,000 rubles, for officials – from 200,000 to 400,000 rubles, for companies – from 700,000 to 1 million rubles.
Now the bill is undergoing interagency coordination. The mincifers reported that the final version of the document may differ from the original option.
Earlier, the governor of the Irkutsk region Igor Kobzev signed an order on the procedure for identifying hidden mining, designated as “illegal activity in mining digital currency.”
