In São Paulo, street blocks want to have Carnival in the second semester

More than 300 blocks in the city of São Paulo want to do street Carnival in the second half of this year. The organizations want to talk to the city hall of the capital to hold the party on some date in the possible months of September, October or November. The information has been confirmed to the CNN by Pedro Anacleto, president of Occupy Carnaval de Rua in SP.

The intention of holding the party towards the end of the year was expressed by organizations representing the carnival groups, in a meeting held last Saturday (16).

In an interview for CNNAnacleto informed that the groups Ocupa, Arrastão dos Blocos and União dos Blocos de Carnaval do Estado de São Paulo (UBCRESP) are in dialogue with other representations of the blocks and with the city hall of the capital to make street festivities viable.

It is expected that this Monday (18), in the morning, the request for the meeting with the City of São Paulo to discuss the party in the second semester will be filed. Due to the necessary planning and the number of blocks that can be involved in the action – more than 800 -, planning is necessary by both parties.

At the last opening of registrations for the city’s street carnival, in October 2021, requests were made for 867 blocks. According to the city hall, this is the highest number of registrations of carnival groups in the history of the party. Of these, 440 were approved for the official program of the event – ​​however, in 2022, the party was canceled due to the increase in cases of Covid-19 at the beginning of the year.

The organizations ruled out holding the party in the months of June or July. The expectation is that Carnival, if it takes place, will be in any of the months of September, October or November.

In a note, the City Hall informed that “it reaffirms its full support for the carnival of street blocks and its willingness for permanent dialogue with the entities that represent them”.

“The intention of the City Hall and the other public bodies involved is to find a common alternative that democratically guarantees the holding of the parades of the blocks, but with the necessary planning and maximum security possible for all”, he continues. “An event of this magnitude, as is public knowledge, requires grandiose planning – itineraries, changes to the road system and public transport, basic infrastructure, policing and medical services, among others. It is impossible to carry out the street carnival without a great effort of organization, which guarantees the safety of the participants and the revelers”.

Unofficial Carnival in Tiradentes

On the Tiradentes holiday, around 30 to 50 Carnival blocks should take to the streets of the capital of São Paulo. The São Paulo City Hall does not participate in the organization and, even after dialogue with the carnival organizations, it did not define measures for the holiday, the date on which the samba schools parade will be held.

In meetings between the associations and the municipal power, the agency informed that there will be no repression against the blocks that decide to leave the capital.

In reply to CNN, the city hall of São Paulo recalled that Carnival was canceled this year and that “a specific rule provides that the holding of events of blocks, cordons, bands and other Carnival manifestations must be previously authorized by Organs competent bodies by a specific act that will contain information about organizers, times, locations and durations”. The agency continues: “In addition, decree 49.969/2008, which regulates the issuance of authorization for public and temporary events, establishes that this document must be officially requested at least 30 (thirty) days before the date of event”.
