In Sirte, the seat of the Basaga government, appointed by Parliament

Libya’s prime minister-designate, Fati Basaga, announced on Tuesday that his government’s government would remain in Sirte after forces close to the rival government of Abdulhamid al-Dbaiba – who refused to hand over power to President Tripoli.

Libya has had two governments since last March, when parliament appointed Basha as prime minister. The parliament is backed by Brigadier General Khalifa Haftar, the strongman of eastern Libya, whose troops had attempted to seize the capital in 2019.

Abdulhamid al-Dbaiba claims that Basaga’s appointment is illegal and stubbornly refuses to hand over power, leaving the North African country in chaos.
