The Ministry of Economic Development of the Russian Federation approved the proposal of Flydrone and other drone manufacturers to establish an experimental legal regime (EPR) in St. Petersburg. This was reported by the Vedomosti publication, which had at its disposal a draft government decree. The authenticity of the document was confirmed by a representative of the department. Thus, in St. Petersburg they want to test the delivery of goods by flying drones, and this may be the first test of such devices in an urban environment.
At the moment, approvals are underway with the Ministry of Transport, the Ministry of Industry and Trade, the government of St. Petersburg, the non-profit organization Digital Economy, the Federal Air Transport Agency, Rostransnadzor and the FSB. According to reports, the issue will be discussed on February 3, and the establishment of an EPR for a period of 3 years is planned in the second quarter of this year.
The document says that the operator of the EPR will be the developer of a digital service platform for organizing and performing flights of Flydrone drones. The list also includes the companies Aeromax, the National Helicopter Center named after. M.L. Mil and N. I. Kamov”, “Klever”, “Geoscan” and NPO “Almaz”. Drones with a maximum take-off weight of 150 g to 30 kg or more, designed to deliver cargo weighing from 0.1 to 10 kg and perform aerial work, will be tested. For test flights, two zones were allocated in the northern and southeastern parts of the city with a total area of 200 km².
To date, several projects for the use of cargo drones are already operating in Russia. Such projects have been launched in the Tomsk region, Kamchatka, Khanty-Mansiysk, Chukotka and Yamalo-Nenets districts. The Ministry of Economic Development has already prepared an EPR for cargo drones in Innopolis.
