In the final amendments to the traffic rules, the speed of electric scooters was limited to 25 km / h

The Ministry of Transport of the Russian Federation presented the final amendments to the traffic rules, which regulate the movement of electric scooters, mono-wheels and other similar devices. In particular, this edition approves a new category of transport – SIM (means of individual mobility), as well as introduces a speed limit of up to 25 km / h on sidewalks, bike paths and the roadway.

Previously, it was proposed to limit the speed of electric scooters to 20 km / h only when driving with pedestrians on the sidewalk, but now officials have decided that this will not be enough. It is not yet clear how this requirement will be controlled, but the city authorities, together with the Ministry of Industry and Trade, propose to implement this at the software level for all SIMs imported into Russia.

In the current edition, the ban on driving on the carriageway on mono-wheels and other devices with gyroscopic stabilization has been removed. On them, like on electric scooters, you can move on the right side with other vehicles if they have brakes, a sound signal, reflectors and lights.

The new amendments also introduce a mass limitation. Personal mobility equipment must weigh no more than 35 kg when driving on sidewalks and in pedestrian areas.

After voting, the current version of the amendments will be sent to the government for approval. However, at the end of 2020, the traffic rules were added to the list of documents that should be reissued in their entirety and not subject to amendments. Experts believe that amendments need to be made promptly in order to reduce tensions in society due to the growth of emergencies involving users of electric scooters.
