From the first of October 2025, part of the federal budget expenditures can be paid in digital rubles through the federal treasury account.

Stages of introduction of a digital ruble
From October to December 2025, the Russian authorities will conduct an experiment. As part of this experiment, the digital ruble will be allowed to use only on the costs of expenses that the government will approve together with the Bank of Russia. If the tests are successful, from the first of January 2026, restrictions will be removed. Then the federal budget will be able to freely apply digital currency for calculations. In addition, next year, the third form of the national currencies will begin to use for:
- crediting revenues to the federal budget;
- transferring funds to budget and autonomous institutions.
From the first of July 2027, the mechanism will spread to regional and municipal budgets, as well as state extra -budgetary funds. Such a phased approach is associated with the need to finalize the Treasury information systems.
How will it work
The bill on the digital ruble, which has passed the first reading in the State Duma, introduces the concept of “account of the digital ruble of the treasury” in the budget code. It will be opened by the Central Bank of the Russian Federation and will allow budget payments directly through the digital ruble platform, bypassing traditional banking schemes.
The introduction of the “numbers” in the budget process pursues several goals, including increasing transparency and reducing costs. In addition, in this way, the authorities plan to test the new form of the national vests of Russia before introducing it into mass use.
In December last year, the Ministry of Finance and the Bank of Russia already held the first tests of the digital ruble in budget settlements. The new bill will fix the legal basis for the further expansion of this practice. After the first reading, the document will be finalized taking into account possible amendments.
Earlier, the Central Bank of the Russian Federation also stated that from the first of January 2026, the salaries of state employees will be transferred to a digital ruble.
