Indicated to Petrobras has companies linked to the oil and gas sector

Senator Jean Paul Prates (PT-RN), nominated by the government of Luiz Inácio Lula da Silva (PT) for the presidency of Petrobras, has two companies linked to the oil and gas sector.

One of the companies has Prates himself as a partner. The other is owned by a holding company in which the nominee for the presidency of Petrobras is a partner. The parliamentarian denies any irregularity and that there is a conflict of interest between the companies in his move to Petrobras, which still needs to be approved by the state-owned company.

Jean Paul Prates’ participation in the companies was revealed by the websites O Bastidor and Poder360 and confirmed by CNN with the Federal Revenue. Prates is a partner of the company Carcará Petróleo, which has as its main economic activity registered the “extraction of oil and natural gas”.

Also listed as secondary activities are “activities of geological studies, commercial representatives and agents of the trade of fuels, minerals, steel and chemical products, engineering services and holdings of non-financial institutions”.

The company was opened in May 2000 and is listed as active in the Federal Revenue system. Another company linked to Jean Paul Prates is Bioconsultants Consultoria em Recursos Naturais e Meio Ambiente Ltda. In this case, the Petrobras nominee is a partner in a holding company (that is, a parent company that manages shareholdings in other companies), Singleton Participações Imobiliárias, which is listed as a partner in Bioconsultants.

Under the State-Owned Companies Law, the appointment of a “person who has or may have any form of conflict of interest” with a position in a state-owned company is prohibited. In the case of Prates, one of the companies operates in the same field as Petrobras (oil and natural gas extraction) and others may provide services to the sector (such as consultancy).

Other side

In a note, the senator stated that “Carcará is a company that is inactive”. “Jean Paul Prates awaits the company’s regularization to formalize his departure”, he said.

Despite this, in the Federal Revenue system available to the public, the company is listed as “active”. The same was alleged in relation to the company Bioconsultants. “The Singleton [holding da qual Prates é sócio] has a stake in Bioconsultants. The company, however, is inactive with the Federal Revenue”, he said.

On the Revenue website, the company is listed as active. “All these clarifications, as well as the supporting documents on the facts presented here will be forwarded to Petrobras, when the name of Jean Paul Prates is indicated, for examination by the company’s Eligibility Committee in charge of presenting a report on the curriculum of candidates for the Board of Directors”, added the nominee to Petrobras.
