Inep: Late test that assesses basic education puts results at risk

Three weeks late, the Basic Education Assessment System (Saeb) tests were delivered in 88% of the federation’s units by Thursday (18), based on data from Inep itself obtained by CNN. According to the official schedule, however, all tests should have arrived at schools by November 1st.

These tests are important because they reflect the learning level of the assessed students. This year’s edition is considered even more relevant because it can gauge the effects of the pandemic on learning. In addition, carrying out these tests produces data that define public policies and how much resources each state will receive. On November 8, when the Saeb project began, only 21% of the planned material had been delivered to the centers for application. Since then, more evidence has been delivered, but the outcome of the assessment is still surrounded by uncertainties.

With the delay in sending the tests, Inep servers alert to the possibility of Saeb not reaching the sufficient number of students before the school break. As usual, after the National Secondary Education Examination, scheduled for November 21st and 28th, many students demobilize and stop going to schools, either by their own decision or by dismissal from the institutions. Thus, there is a risk that the tests will reach places where there will no longer be students available to fill out the tests.

A CNN spoke with servers who resigned from Inep and say that the president of the institute Danilo Dupas was told that there would not be students in a representative number for the application.

The system consists of a set of large-scale assessments that allow Inep to carry out a diagnosis of Brazilian basic education and factors that may interfere with student performance.

The application of Saeb takes place every two years in the public network and in a sample of the private network.

Student performance averages, measured in the Saeb, added to the pass, failure and dropout rates, calculated in the School Census, make up the Basic Education Development Index (Ideb). The system has been in existence since 1990. As of 2019, in addition to primary and secondary education, the test began to include preschool education.
