Inep should undergo a reformulation in governance, says former president of the agency

A few days before the first test of the 2021 National High School Examination (Enem) is held, discussions on the possibility of federal government interference in the test and debates on the collective dismissals of employees of Inep, the exam applying body, are still matters not closed.

For Maria Helena de Castro, current president of the National Education Council (CNE) and former president of Inep, the current situation shows the need for a reformulation in the governance of Inep and Enem itself, so that they are not susceptible to change of presidents and coordinators, argued Castro in an interview with CNN this Friday (19).

“It doesn’t make sense for us to have a change of president after another [do Inep], with change of all directors and coordinators. This is very bad and brings serious problems for all students in the country, for everyone”, argued Maria Helena de Castro, also a retired professor at the State University of Campinas (Unicamp).

According to her, the CNE recently proposed a reformulation in Inep’s governance and in the Enem organization structure to “guarantee the continuity” of the race in the molds it should follow.

“In developed countries, the structure of national exams has a governance scheme with the participation of universities, states, municipalities, scientific associations and specialists. This does not exist in the current Enem and in the structure of Inep”, he stated.

Castro explained that, as of 2009, the Enem is no longer an assessment test for leaving high school and has become the largest entrance exam in the country, the biggest gateway to public and private universities. In both the old and current formats, she argued, “there was never any interference in the preparation of the evidence.”

What has already happened in questions of Enem or other entrance exams, explains the teacher, is that there are questions about the standard chosen by the exams. A movement similar to that could happen in this edition of Enem too, he said.

“Often, in the vestibular, there are questions whose test jig and the question can be canceled. Hypothetically, a question that changes the meaning of the country’s political history may be asked in different instances”.

With the exam approaching, the teacher says she regrets that “Enem and Inep have not resolved this crisis before to ensure a situation of greater tranquility now”. For her, the biggest “challenge” moment will be to ensure a correct post-test referral, a role in which “Inep is crucial”.

At this point, however, the teacher recommends that students and family members try to remain “calm and calm” for the test.

“The only recommendation for students and families is to be calm, to try to face the process with the utmost tranquility despite the context of crisis that is surrounding this Enem”, says Maria Helena de Castro.
