Employees of the INSS (National Institute of Social Security) begin this Wednesday (23) a strike, as a result of a strike mobilized by the national federation of servers (Fenasps).
It is not yet clear whether all units will join the movement, but, in São Paulo, for example, the SINSSP (Social Security and Social Security Workers Union in the State of São Paulo) advises employees to “black out” the INSS in the the 23rd, 24th and 25th.
Among the requests of the category are “abusive targets, salary recomposition of 19.99%” and the “dismantling and scrapping of the INSS, by public tender”.
It has been at least four years since the sector has announced a public tender to hire new professionals, according to Theodoro Vicente Agostinho, a doctor in social security law at PUC. “In fact, there is a shortage of servers. Those who are active are overwhelmed. There are a lot of backlog processes and all this reflects on the lack of human strength,” he says.
The specialist also links the movement to the recent announcement of a readjustment to police officers, at a time when salaries are frozen due to the fiscal scenario aggravated by the pandemic and people lose purchasing power due to high inflation.
“Other servers had an increase, such as police officers, I believe that this has influenced the mobilization”, he says.
What to do?
First, it is important to point out that it is possible that not all INSS agencies participate in the strike. Therefore, the citizen can check if services are interrupted in the unit of his choice before making any conclusions.
Services that depend exclusively on access to the site, such as registrations, appointments, requests for extracts from the CNIS (National Registry of Social Information), issuance of a guide for payment of social security contributions can still be done normally, at first, says Agostinho.
“I believe these will continue, but those who need human strength must stop. But it’s all an assumption, because when you say ‘blackout’, I don’t know if they can create a difficulty in accessing the system”, he says.
For more urgent cases, such as a request for retirement due to disability, death, sickness benefit, risk benefits, etc., the guideline is to file a lawsuit. “I advise you to gather this documentation, the news that they are on strike and go to court”.
“Still, however, it is not guaranteed, because justice may even say that you won, but you have to find the agency’s servant responsible for implementing the benefit and we don’t know if there will be 100% adhesion or if the government will enter some measure to ask for the minimum required operation. As it is starting today, it is still very recent.”
