Intervention by Russia to normalize the situation in Kazakhstan

The Russian Federation reaffirms its “adherence to its Allied obligations under the Collective Security Treaty Organization (CSTO)”, and therefore called for immediate action “due to the rapid deterioration of the internal political situation and the escalation of violence in Kazakhstan.” The Russian Foreign Ministry said in a statement that it was considering “the latest developments in the friendly country as an externally motivated attempt to undermine the security and integrity of the state through the use of trained and organized groups.”

According to the official Russian announcement, the decision to provide military assistance was taken in accordance with Article 4 of the Collective Security Treaty of 15 May 1992, “which provides that in the event of an attack (armed invasion, threatening security, stability, territorial integrity and sovereignty) in any of the Member States, all other States, upon request, shall without delay provide it with the necessary support and assistance, including military assistance. ”

“The Russian Federation will continue to consult closely with the Kazakh side and other allies in the OSCE on the analysis and elaboration, if necessary, of further effective steps, in particular on assistance to the counter-terrorism operation conducted by the Kazakh security services. “Ensuring the security of all civilians in this country without exception, as well as life-threatening facilities and infrastructure, their release and return to the control of the Kazakh authorities. We are interested in the speedy restoration of normalcy in the Republic.” , concludes the announcement of the Russian Ministry of Foreign Affairs.

Earlier, it was reported that at the request of Kazakh President Kasim Tokayev, the OSCE decided to “send a joint OSCE peacekeeping force to the Republic of Kazakhstan for a limited period of time in order to stabilize and normalize the situation in that country.” Russian news agencies report that military and police forces from Armenia, Kyrgyzstan, Belarus, Russia and Tajikistan are taking part in the peacekeeping force.

The announcement of the decision of the leaders of the OSCE member states, which was made public at night, was signed by the Prime Minister of Armenia Nicole Pasinian, as chair for the 2022 Collective Security Council of the OSCE.
