Iran executed at least 834 inmates last year, the highest number since 2015

Iranian authorities executed at least 834 people in 2023, an alarming 43% increase from 2022 and the highest number since 2015, according to an annual report by non-governmental organizations Iran Human Rights (IHR) and Ensemble contre la peine de mort (ECPM, “Together against the death penalty”).

“The number of executions (…) exploded in 2023,” the organizations' 16th report on the death penalty in Iran states.

“It is the second time in 20 years that the number of executions exceeds the limit of 800 per year,” the text states, denouncing this “horrific” amount.

In addition, at least 22 women were executed in the Islamic Republic of Iran in 2023, a number that is the highest in the last ten years, according to NGOs.

In 2015, Iranian authorities had executed 972 people, IHR, based in Norway, and ECPM, based in Paris, recall.

In their 100-page report, they accuse Tehran of using the death penalty as a “tool of political repression” to deal with the protest movement in the country.

Mass protests erupted in Iran following the September 2022 death of Mahsha Amini, a 22-year-old from Iran's Kurdish minority, three days after she was arrested by morality police for not wearing her headscarf properly. Her family and human rights defenders say the young woman was beaten to death. Iranian officials have repeatedly denied this.

The demonstrations, which shook the country for weeks, shaking the regime of the Islamic Republic, were drowned in blood: non-governmental organizations speak of hundreds of dead and the UN of thousands of arrests.

“Instilling fear into a society is the only way for a regime to cling to power, and the death penalty is the most important tool” it has for this purpose, commented Mahmoud Amiri-Moghadam, director of the IHR.

The report does not include in its statistics “at least 551 people who were killed during the protests and other extrajudicial executions inside and outside prisons”.

According to the two NGOs, at least 8 protesters were among those executed in 2023, six of whom were arrested in the context of the protests and sentenced to death.
